They specifically said that's what they were going to do for focuses in places like India, Afghanistan, and other shitholes (7:40 https://youtu.be/vfpjRVIo9X8). Germany, Austria, Hungary, Austria-Hungary, Belgium, Belgium congo all will receive actually good and in depth focus trees. Aside from that they are bringing in tons of new features that sound fun (if implemented well)
