I'll grant that garbage collection is unpleasant, but it is no higher-skill, and possibly lower-skill than office work.
I come from a family where none of us is a stranger to physical labor, yet we all managed to work up to white collar jobs.
An electrician or a plumber? Yes those are skilled blue collar jobs, but garbage collection is just unpleasant and dangerous.
I agree that they deserve hazard pay, but not compensation for attaining skills or education required for clerical work. People who do clerical work have clerical skills.
The government should have budgeted to pay a living wage to all its employees. There is no difference between a union causing trouble by calling a strike and a class action lawsuit causing trouble when the government creates a pink collar ghetto.

It sounds like they put city employees into pay bands based on the amount of education and training required, and then unpleasant jobs got a "bonus" as hiring/retention incentive. As the FT describes it:

Historically male dominated jobs – refuse collectors, street sweepers and gravediggers, for example – received bonuses on top of their basic salary. Female-dominated jobs on the same grade would typically only receive their basic salary.

The "equivalent" female-dominated jobs were cooks, cleaners, and care staff - less physically demanding jobs working indoors.

If the grass was so much greener on the other side of the fence, there was absolutely nothing stopping those women from becoming trash collectors... Market compensation really just comes down to supply and demand. Some jobs are just shitty (eg. hard on your body, working graveyard shifts, extremely low status). Those jobs pay more because no sane person wants to work them, and the people who work them are mostly men. Stuff like this screws over people who are already on the bottom of the heap.

And indirectly it screws over the rest of society, because now trash is not getting collected, and cannot be collected without paying out a "gender equality" tax to women who want the benefits, but refuse to touch a trash bag.

This sounds a lot like what I described when I mentioned hazard pay. I also said that the government should pay employees a living wage. If the government pay scale conveniently pays more to men based on a bonus over alleged skill and it works out that skilled women just happen to be regarded as useless, the government deserves to drown in garbage because this entire situation is of a piece.

Hang on but she hasn't watched The Current Thing on Netflix. I find that really confusing, why hasn't she watched The Current Thing on Netflix? It's making such an impact that everyone is talking about that really important show, The Current Thing on Netflix.
