I don't think that is true... If I recall right I think it started with Hatsune Miku being able to do live stage performances with motion capture, and eventually the technology got cheap enough for the common person to be able to do it with their own computers.
I remember specifically back when I was on /x/ people would use the technology to scare people on Omegle by making a rigged camera feed where they could trigger things to happen like ghosts running around the background or their face becoming distorted.

and as the wikipedia reminded me https://en.wikipedia.org/wiki/VTuber Kizune AI was the first one to really be a Vtuber. She had a voice actress, but because she was a company product I think her motion capture was done by multiple people.

It’s a waste of time thinking about the best voting system. Switzerland’s canton system seems like the best in theory but the reality of the situation is that they still go along with the same gay EU projectory as other EU countries with first past the post voting systems.
