Exactly. There are many criminal types who fundamentally can't be rehabilitated. There is no treatment for sociopathic, psychopathic and many types of personality disorders. Hell we have a difficult enough treating somebody with BPD effectively and what we can do for them requires their acknowledgement that they have a problem and their willingness to cooperate with the therapy. Whereas the psychopaths and such are literally wired differently physically. Short of lobotomizing them or drugging them into a zombie like state there isn't anything you can do to treat them. You can't use therapy to stop somebody from wanting to kill. Those types are wired that way which is why dahmer types are so dangerous
