As far as I am aware, Mimi is not an illustrator, and the explanation given for inactivity doesn't apply to Mimi since having talent is a huge economic boon for vtubers. If anyone wants to say that this woman is Mimi, you must prove that she is an illustrator and that she is an expat (this should be clear from her accent, perhaps not to Americans, but it will be obvious to UK natives).

I was able to find this archive of the background behind the law, but it seems like these have been removed from the UK government website and I wasn't able to find them elsewhere, and unfortunately the actual pdfs have not been meaningfully archived. If anyone can find them, please post them in this thread or DM them to me. This would help to fight against the narrative that "the meanie anti-free-speech UK idiots" banned child porn, because it would in fact be the UK banning child porn precisely because the very strong pro-free-speech United States already banned it (in response the Free Speech Coalition somehow managing to legalize child porn for four years).
