I'm not debating that your argument should be correct, but you are making a wrong assumption here, and what could be a dangerously wrong one.Just pointing out that even in regions where they decided to keep it lower they still decide that they absolutely should not be abused by people with authority over them. Or exploited for porn.
The reason for 18 being the global age of consent is the US state department using Hollywood as a cudgel.
In places with low AOC there was no hard and fast porn law until the US got very serious in the late 80s due to the religous right taking power and cracking down on Porn in general but specifically child porn as being an easy sell to get people on board. ('Member simpsons doing "Think of the children?")
Japan used to have a brisk trade in underaged porn (where as long as it was still images and sold under very exacting circumstances it was kosher), Sweden not only allowed porn down to age of consent but images of naked children of any age were not criminalized in anyway under a "naturalism" argument; Sweden has a huge child porn problem now
(read: Ask me how trying to track down a person using the guest network to VPN to a stockholm IP lead me down a rabbit hole I never wanted to go down. Actually nm, don't ask me.)
Anyway the USSD used the US' dominance in global entertainment to forced everyone to adopt 18 as the minimum age for porn models because if you didn't, your local film industry was completely inaccessible to Hollywood - no filming, no sets, no nothing - and your local media was all put under extreme scrutiny so they could be 1000% sure no one was doing a child porn. This meant local entertainment concerns were effectively barred from the global market until the knee was bent.
tl;dr: Humanity didn't wake up and just decide 18 is the minimum age for starring in porn. This was a standard the US effectively forced the world to adopt via economic pressure. Sort of like how every state has 21 as the legal drinking age; no federal law did this, eveyrone didn't just decide 21 was the right age. The USDOT said if your drinking age isn't 21 you don't get highway money and everyone fell in line.
