Yeah, Japan has always been more generally accepting of pedophilia in general, I am fully awareJapan was always more accepting of lolicon
their rate of CSA was always much lower than the USA and other western countries.
Because of a few reasons:
1. Japanese police generally does not give a single fuck and most cases of molestation or assault (child or not) are dismissed
2. Many cases go unreported for a multitude of reasons, especially related to cultural reasons (e.g. They see it as embarrassing, they think it brings shame to their family, and they strongly value harmony)
3. Most of it is within family (even worse when it comes to reports) usually they target sisters, nieces, daughters, etc. (And if you don't know, child abuse within the family is far less likely to be reported than outside of the family)
4. Child pornography was legal for a longer time in Japan and the age of consent, which was originally 13, was changed far later than Western countries
5. Pedophilia to them to a certain extent is considered even comedic or not very serious + it makes them TONS of money
6. They also usually dismiss people who possess child pornography by simply giving them a fine
Why do you think they have female-only trains? Why do you think it's legally mandatory to have a flash noise on phones in Japan? Because there were almost millions of reports from women, they used to sell "used high-school girl panties" in vending machines, they still do child gravure magazines which is very popular there , they also have idol culture which is also very popular, are you aware that "lolicon" was never originally drawings? It was real-life Japanese child porn magazines.
There was a Japanese pedophile who was sneaking into elementary schools to steal underwear from small children, ejaculates on the underwear and posts the imagery online. This wasn't considered a sex crime, it was only considered property damage
