Usually, it's due to the person downloading a file without some sort of encryption or middle service (such as a VPN). ISPs can (and usually do) keep track of what you download. My guess is that Mimi downloaded something that they shouldn't, or triggered something on the ISP's side, that caused the ISP to report it to the authorities. And if I were a betting man... there might've been more than just lolicon shit. It's the main reason why a lot of pedophiles typically use services like MEGA or other file sharing software w/ encryption to download CSAM.
