That's the thing, I don't think they could. I don't think someone okay with throwing a lot of money away for someone like this has much more going on in their life. There's a difference between liking a content creator and, I don't know, buying their music or something similar, and just superchatting your life away to someone you'll never meet who doesn't care about you and only sees you as a source of income.
I think the main appeal of superchatting to streamers is the "look mom im on tv!" feel when the streamer says their name and answers their question, now when it's a female streamer and you consistently send big superchats, she will remember your online name which will feed into it. I feel that it's often people who never had female attention and desperately crave it who are most often affected. It's why I think calling them "losers" is just not a good idea as it reinforces that idea to them that the anime girl streamer is the only woman who will ever like them.

NCMEC has a hash matching system to detect CSAM, but a similar system would be difficult to use with lolicon and shotacon material. Such a system might analyze proportions and other traits to detect what is and isn't a kid.
