Let's give a reasonable take on what this law actually bans. In the United States the criminal justice process has three steps: you first need to be investigated and charged by the police, then you need to be indicted by a grand jury, and finally you need to be convicted by a jury of your peers (or a judge if the defendant demanded it) to be punished for any crime. The pedophile community is afraid that they're going to go to prison for playing their cp games like Browndust, is that going to happen? Well, first you would need a police officer to search your phone and find the lewd images of children in the game, and he would need to be of the opinion that it's illegal pornography and charge you with possession. Then, they would need to hand you over to a grand jury to decide whether they think there's sufficient evidence to convict you in court (unlike a standard jury which are intentionally selected for the most easily manipulated members of society, grand jury members are usually selected based on their competence because the court doesn't want to waste its time). If they indict you, then you need 12 of your peers to agree that you're a sick fuck that needs to go to prison. All of this taken together is not super likely to happen, but it absolutely could, however it doesn't actually matter because anyone who would be in that situation would doubtless have more cp in their possession, so it would merely add one more count to their charge.
 
There are literally countless scores of retards who think that this law bans most anime. Even in the comments of that video that @Cheese_lad linked, there are people saying that.

This retardation is thanks to faggots like Chibi Reviews and H1BeesNuts who have been pushing this bullshit fear mongering narrative since day 1 that this law will "LITERALLY BAN ALL ANIME" and is the beginning of the end for free speech and artistic expression in America or some shit.

They're clearly aware that they are wrong, but they know that people are much more likely to oppose this law if they think it is some sweeping ban on anime and manga, rather than the reality of it only targeting obvious and extreme pornography (probably less than 1 percent of the content they are claiming it prohibits). In typical lolicon fashion, they can only get mainstream support by deceiving people and trying to leech off popular causes like "free speech" and "anti-censorship".

No, they only need to decided if the content fits the legal definition of obscene. Lolicons going to prison is entirely dependent on if the DA chooses to prosecute their case, so it’s going to be a county to county situation.

Nobody really expects the jury to be arguing about whether Dorontabi's (hypothetical) political video essay that contains a (hypothetical) unabridged CSAM video has serious political value. If that really happened, nobody in the jury would dare to say "well, I guess it's okay because it's got political value". I had considered actually talking about what counts as serious literary, artistic, or political value, but then I remembered our laws aren't enforced by an educated class of judges who would have some opinion about whether or not Steven King's underage gangbang in "It" is legally acceptable, it's dependent entirely on how mostly ordinary people are feeling about it (in this specific case it would depend mostly on how much of a pedophile the guy who owns "It" is, if he seems like a normal guy people probably wouldn't find him guilty, if he seems like a Bathtub Ross kind of guy, they're probably gonna think he's guilty, although in that case it would obviously just be one count in his cp charge).

Maybe I'm being optimistic here, but I'm pretty sure that the average person understands on some level that pornography degrades the non-pornographic value of everything that it's in. Sure, they might think that Marvel's The Avengers has serious artistic or literary value just because it's entertaining, but they wouldn't believe that if there was a scene that would fit in an "adult parody" video in the middle of it, although the masses have been duped into believing the obscenity in Game of Thrones is acceptable, so maybe I'm giving them too much credit here.
