Well if you aren't scared of the law, you basically just post Craigslist or Facebook market place ads that are thinly veiled enough to not get deleted, but basically just say that you'll loan people money. that's just the easy part though, as you need to do enforcement work to actually get the suckers to pay up. Overall, unless you want to start a criminal enterprise that's focused on stalking people and possibly breaking their knee caps, it's way more trouble than it's worth. Normally loan sharks are guys that are already a part of a criminal organization, and thusly have a bunch of spare money, and a bunch of resources to fuck with you. It's hard to do this type of thing on your own.

For the record, I'd highly advise against this course of action. There's better ways to scam people.
 
If you want financially illiterate people giving you money just go on facebook and tell old women you love them but you need $200 in apple giftcards or a loanshark will break your knees. It is far safer than being the knee breaker.
 
you should prey on your acquaintances and their friends, find some gambling addicts, rampant drug users and drunkards
those types always need some quick cash and have trouble giving it back, effectively turning into your debt slaves who you can extort and ask for favours later
 
The easiest thing is creating/influencing trends for buying shit you don't need, then advertising quick loans to get that shit, putting ads on Youtube and Facebook.
That's how most of the ones that make a lot of money work.

You want that new Honda Superdidoop with the AI supported uranium powered GPS self driving microchip?
Well then, get this $30k quick loan, you will only need top pay back $40k over the next 5 years.
What's that? Having trouble paying that?
Well then, get this $25k quick loan.
You only need to pay back $35k over the next 5 years.
And so on and do forth.

Some of my dumb family members fell for that shit, spent years taking loans to pay back loans.
If you want to make big money in this industry, that's how you do it.

much cleaner than loansharking, especially since a loanshark without a bunch of thugs to kneecap debtors is not gonna be able to properly extort people
 
Better option would be to open a predatory loan business, if the stupid/desperate people can't pay up then you just sell the debt to a collections agency.
