It means that you are bisexual but want to signalize that you are special and, unlike most other people, actually care about the personality of the people you're interested in (unlike "boring standard" bisexuals or homo/heterosexuals who only care about genitals or something)

I’ve never understood this. Doesn’t it imply that a trans person is neither male or female? I thought they wanted to be one of the two genders.

They don't for the most part. Bi and pan are basically the same. It really did come from people being like "but bi implies two genders" so they invented pan instead. You can see a bunch of descriptions of the difference but they are all post-hoc and none actually match the people who use the terms for themselves because they aren't the reason that people chose those terms in the first place.

Bisexual meaning "Likes to have sex regardless of gender" and pansexual meaning "Likes to have sex regardless of gender and blames the patriarchy for all their problems" would be more accurate descriptions of the terms.
