I think this was made by what is known in leftist circles as a "radlib". i.e someone who adopts hardcore leftist rhetoric but to serve centrist political views. Panels 3 and 5 are left wing criticisms of FDR, but they're really just there to serve up the main critique, that he wasn't hard enough on Stalin. And even leftists who are critical of Stalin think he was the good guy in the context of WW2, so they would be unlikely to make that claim.
