I am honestly convinced that a civil war was inevitable, slavery or not. After all, the individual states were a lot more independent and most people more closely identified with their states and ethnicity than a federal government. A government seeking greater power would need to reduce the autonomy of the states, and many of those states would likely resist those centralization efforts by seceding. In fact, I could make the argument that Washington pushed hard to make slavery a major part of the southern secession specifically so they could claim righteousness as they crushed the independence of individual states.
