The name of this D&D monster is "Deadly Spores"; but I'm retconning it to be "Moon Virus" instead, and they're made in vats by far-eastern alchemists.

Goblin Hussars

These insane goblin warriors don't ride into battle on trained bears; instead they mount sleeping wild ones, enchanted by goblin shamans & elite capture krews, which are then kept alive & transported to the battlefield in special cages.

They are sleep-enspelled again prior to battle, before the goblin hussars enter the cages & are soundly secured to their bears. At the proper moment their shamans dispel their enchantments, and the bears, being unable to throw or eat their riders, charge forward suitably enraged.

The goblins found their animals tend to follow the hussars' spear-points, so that charges can be roughly directed; unless the bears are distracted by nearby easy targets, or are frightened by sufficiently loud noises.

Goblin Hussars charge continuously until killed, and being fastened to the bears can't intentionally dismount, so even victory usually leads to their eventual demise; a rare encounter are such veteran hussar-bears with remains of their goblin riders still attached, and even rarer are goblin hussars who were rescued by their shamans after being victorious.
