Buff strength at the cost of also gimping your health and mana. That and maybe this as an oufit.

I made these years ago for GTA IV:

All I can provide right now though is a solitary texture you need to replace (works both for the Merit and Stanier based cop cars), changing the colors to brown requires editing carcols and will only work upon starting a new game. And also change the text that displays upon entering a car.
