He must have actually taken care of his hair a lot better back in the day. Regrowing it, the boglim had already taken hold of him heart and soul.
I doubt he ever took care of his hair. I think he's genetically prone to baldness. That and what he eats (junk), drinks (energy drinks and alcohol), smokes (whatever he can get his hands on), and not getting any sunlight definitely didn't help him hold onto his hair.

He did brush his hair a handful of times in old videos and we've seen how he dries his hair (it's quite violent).
