Yes this is due to catbox.moe blocking Tor users. It is also one of the consequences of a change made a while ago to Sneedchat which prohibits loading of images from arbitrary URLs due to IP grabber concerns. Now there's a whitelisted subset of image hosts and frankly every single one of them sucks. None of them work consistently for everyone as they experience downtime, performance issues and sporadically block VPN users.
I would host the static assets on my website so they would load consistently for everyone connecting via any means but i.ddos.lgbt is not one of the whitelisted hosts.
It seems I can't upload the gif, the forum shits itself every time I try, so I'll reupload it to postimg which generally works better than catbox.
