I don't think I've ever seen a design that says "That's not Tails" than that one, it even ignores his namesake and just gives him rocket boots, instead. It passes off more as one of Ken's hundreds of OCs.

Titan Tails had a cool ass concept behind it but fucked up when it comes to execution, no idea why they passed up on having him as a Ninetails but whatever.
Either way, this thing has no salvageable concept behind it which makes it way worse.

That and I’m pretty sure thinking a bit harder now, most of the art he did for Archive may not have been his art and he’s been like using someone else on the side.

Talk about missing the point. Tails' design as done by Sega has changed very little since the 16-bit era, if anything it has been refined without losing its original spirit and shows Tails as this little brother, wing man type of characters, someone who is smart yet has this child like wonder to them and Sega's design reflects his personality and role beautifully.
Ken's redesign of Tails is ( like all his designs ) a hodgepodge of misaligned and mismatching elements stuck together for no rime, reason or thought put behind it, the most egregious being the mustache and goatee. First of all, human facial hair on furries looks ridiculous and it is redundant. If this is his way to convey the "maturity" of the character as a grown up then it is a formulaic and lazy crutch, it is lame when done with humans and doubly so with non-humans. WTF are even those clothes he is wearing?! Rocket boots? Looks like pulled from crappy B-movie scifi schlock. Makes no sense, doesn't look good and again, he took a cute looking character and made him creepy.
That aside, again the art is awful. Showing a complete lack of draftsmanship or professionalism in his sketch work.
While I agree age could be a factor I mostly blame it on his poor health since he is a obese hambeast, his art has been like this for decades. More likely he never cared to improve after reaching certain minimum skill level to be an adequate to draw and ink in black and white, His color and painting skills has always been subpar. His grasp of anatomy has particularly taken a nosedive as of late.
