When I first saw that Knuckles I thought it was going to be Green Knuckles, not going to lie.

How come he can sell these for 20-35$ a pop? He doesn't own Knuckles. Is it because it's private and not in a massively commercial way? Then again, I'm still weirded about how he can get around using 'K'nox' too.

Plenty of artists create fan art and sell it as merchandise like posters or stickers. It is a bit of a gray area since the art is not a copy of existing official art. It sort of falls into derivative works and as you deducted, if it is not done in a large enough quantity, the IP holders don't care enough to make it worth pursuing legally.

The problem would arise if Ken claimed that the character is his or he were to publish and sell comics with Knuckles as the Sega character. This stuff is just extra weird because it is being done by someone who used to work on an officially licensed Sega comic as a subcontractor.
