Reading about her Grandma, I've come to the conclusion she's one of those good Christian souls who tries to help everyone, regardless of them being a lost cause.
My friend's mom, who was a born again Christian, ran her house in a similar manner and ended up being charged with running an underage prostitution ring because of her sons friends. Charges ended up being dropped, but that's some serious shit right there.
At best she's a spineless enabler. At worst she's as mentally unstable and impaired as Julie. I have no fucking sympathy for her. She has a duty of care to her granddaughter and instead she's remorselessly feeding the girl to monster. Any money you like that when one of Julie's predators comes prowling around, the loving Nan hums happily and folds laundry while she thinks about how wonderful she is that she's giving her granddaughter the best care and support that anyone ever could.
I can't speak for Canadian laws but, here in the States, GrannyBerry has no duty of care. Julie is 19, which makes her an adult and legally responsible for herself. If Julie is truly incompetent and needs to be placed in foster care, then that decision needs to be made by the state and proves that she needs the help and care of a trained professional, and not an elderly woman.
My opinion (as optimistic as it may be) is pretty much what @anusaurus said -- Grandma is a good person who has taken Julie in when most of her family won't even give Julie the time of day. Sure, maybe Granny T could be a bit more protective of our little Shed Princess but how many "Grandma is such a bitch. She better leave me alone because I'm an adult!" posts have we seen?
We get tired of reading about Julie's chimpouts on Facebook; can anyone even imagine how tiring it must be to live with them?
It's gotta really suck for Granny Terryberry, she's at the age where she should be living quietly, enjoying retirement and her grandchildren but her granddaughter is a screaming unstable woman who smells like poop and can't make a salad
Note that she is not capable of doing dishes within a reasonable amount of time, in a simple training course intended to teach tards how to do food prep jobs and back of the house dishwashing jobs. The teacher gave up, and let her "make displays" if meat. Julie was too special to learn things in special ed.

I'm pretty sure I've said before that Ross had butchery. It's really cool u/she took the class though. (Hopefully she could appreciate how special that class was. )

Did. . .Julie's exchanges with her dad come off as really creepy toward the end? I mean, I guess "you're growing up to be a fine young lady" is something any proud parent would say, but commenting on how she's dressing for a man set off alarms in my head.
