The reason why Julie's mom dose not have her is because she had too get her life together and couldn't handle having the kids, so she separated them and sent Julie to her dad's and her son to her mothers in Switzerland. I don't think she was drinking or anything, I think it was due too the brake up with Julie's dad from what I remember.
