Is this common in China?

TL; DR: YES!

I like to pay attention to the on goings of China and the disastrous consequences wrought upon the country by the CCP. There are twofold issues here and then a third after the matter.

Firstly, China has zero quality control. If this wasn't the driver falling asleep at the wheel the brakes most likely failed on the truck. When a manufacturing company in China needs to meet a deadline to report to the regional CCP goon they will lie about it, or produce an over abundant amount in excess of demand to make a façade that they are doing extremely well just so everything looks good on paper. Example: There's a whole forest of EVs rotting in a forest just to the CCP can say, "Hey look, we're totally cutting emissions because all of these EVs were constructed!". Example 2: The lying to look good on paper goes all the way up to the top to Xi Ji Ping himself, such as when Xi reported that China has eliminated poverty. Like... All of it somehow, despite rural Chinese citizens still earning under $100 a month. By alleviating poverty all Xi did was lower the bar of what it means to be impoverished in China. It's important to remember China is big on "soft power", so they like to look as good as possible on the world stage despite being god awful.

It could also be argued that if it was not brake failure that caused this, the worker was being incredibly careless and lazy. In China, "Tang Ping" means to lie flat while working and take any break you can as not to be crushed under the grueling 996 work system. 9am to 9pm 6 days a week. Another adopted work strategy of the Chinese labor force is to "Fish while at work", which isn't too different from lying flat, but it means doing whatever you can for yourself (reading, playing games, etc.) as discreetly as possible while you pretend to work. Of course through this video there's only speculation on what could have happened.

The second matter is the tofu-dreg quality of all their products. They have fake concrete. They will cut any corners possible, so it's more than likely that the driver of that truck is dead because of shortcuts taken to produce the vehicle. When the pandemic happened, people were boasting about how China raised a hospital in a week, well you can see where this is going. Cheap, fake, materials. I actually think that hospital washed away from storms, but I can't fully recall. There's a proverb in China, "If you can cheat, then cheat".

Thirdly, anybody injured in this incident will more than likely lay there without assistance for an indiscriminate amount of time. Most people in China do not want to help those who are injured, as they can be found liable for the injuries caused which they themselves would incur monetary loss. Once somebody decides to step in, then more people will be more willing to assist once they know they won't be held liable.

The Chinese are a very self centered society. There are videos of people driving on the freeway, and they end up missing their exit and just stopping in the middle of traffic to either attempt to reverse (while in traffic might I reiterate), or get to the other side. I recall one video where a guy was parked in the white striped zone by an exit, and he carelessly merged back onto the highway and caused an accident. They have no considerations for others. This can possibly be attributed to the Lost Generation, which was the generation who suffered under Mao Ze Dong's great famine (But don't worry it wasn't real communism!), and had to do whatever to survive; thusly this mentality was taught to their children and so forth. When a sale happens in China for whatever produce or whatever is being sold at a discount, the elderly (the lost generation) have a bad reputation as being Grab Hags as they uncouthly try to secure whatever they can with absolutely no manners, which can also be seen when Chinese tourists are at a buffet on a cruise ship. Ironically that embarrasses the CCP so they plead with their citizens to behave better.
