I remember finding this Hikikomori Manager game years ago where you basically just wait for your demise because it's unwinnable as far as I've played it, so I'd consider it a pretty accurate tugboat/NEET simulator.

Yeah that is more or less what I am thinking. They have forklift simulator. Tugboats would offer way more to do.
