Is my parents's cat broken? - he started meowing differently

My parent's cat used to meow quite normally. A typical cat meow. But when I visited the other day he meows very strangely. He would start the meow but then would raise the pitch until his voice broke. It sounded like a squeaky door hinge.

He's also become less active. How can you replace batteries? What brand of batteries is good for a 14yo cat?
