Chris was put in jail for a while, which he hated. And the prospect of serious punishment did seem to really stress him out.
I don't think Chris learned the lesson "Do whatever you want, pay a fine and move on." It was way too involved for that, and I think he is affected by it. As
@Marvin said, it's not necessarily that he sees his actions as inherantly wrong, but he has learned that there are certain things he can't do, because doing them will screw him over. It is almost as effective a lesson.
The risk is that he will come up with some new way of screwing up legally. While I don't see a crime spree coming up, Chris is dumb enough and weird enough that some other incident could happen in the next decade or so. And he might well get punished for that.
As an aside, saying that Chris "ran someone over" and "assaulted someone with pepper spray" are not false descriptions, but they do paint a more serious picture than might be warranted. In truth, he bumped someone with his car, and he gave a tiny squirt of pepperspray at someone's midsection. Not that those are acceptable actions in any way, but it is not "getting away with it" if Chris didn't get years in prison for them. Similarly, if Chris gets into another spot of trouble, if the court looks at his previous record, it will reflect a couple brushes with the law, not a life of violent crime.
