Is Ash half black?

Ash is Satoshi, and Satoshi Tajiri is the creator (not designer) of this character.

I believe (not entirely sure), and according to Internet sources, that Ash is supposed to represent, amongst possibly other things, the creator as a kid.

This person does not seem half black, so accurately speaking, we can conclude that Ash is most likely japanese if anything, from a "4th wall breaking" perspective.

But from a "within the story" perspective, since his mother is clearly white/asian, we have to ask who his father is, which has not been disclosed as far as I know. But your evidence is lacking to support that he would be black, the villagers of Pallet town do not seem to include many (or at all) black looking...

Your only premises are that Ash looks slightly tanned, and that he stole Misty's bike. Being tanned does not really mean anything, in fact a lot of japanese people are tanned, but that's neither here nor there, and the fact that he stole a bike, while yes he did, to my understanding it was because he needed to carry Pikachu to the center (hospital), in other words, this wasn't petty theft.

In fact, that action was the spark that started his journey with Misty and their adventure together, arguably repaid by the bonds of frienship, but even if not, only happening in the first place because of Ash's love for his friend Pikachu.

That is not the behaviour of the group you seem to imply he could be from.

My friend and I were watching Cowboy Bebop and speculating on whether Abdul Hakim was supposed to be black or middle eastern and then he stole a car and my friend turned and said "See, I told you he's black."

I love my friends.
