There has been discussion on whether anime can be considered real art or not as it is extremely weird Chinese cartoons made by basement nerds.

If Lena Dunham's parents fingerpainting with menstrual blood, HWNDU, mumble rap, or "Piss Christ" can be art, then so can cute little cartoon girls.
Yes but so is shitting diarrhea on a paper sheet depending on who you ask.

Some cartoons are great, most of them are shit, I'm glad all reasonable art teachers ban you from using your autistic anime style because that aesthetic is a generic bad excuse for lacking talent, but in the end it can produce valuable shit as for example with the art of Miura or Araki.
 
Same question as "is what people call art real art". Nowadays, most of it isn't, but a lot of the older stuff (and some newer stuff, but keep your expectations low) is still worth experiencing.
 
If you mean art in the sense of storytelling, it can be. If you mean art in the sense of visual art, fuck no, and I say this as someone who watched 16 anime movies in theaters last year. It has as much artistic merit as those sprite comics people used to make on angelfire and geocities, it all looks the same and it all looks like shit. But I won't discount an entire culture's unique perspective on life, reality and the world just because they can't draw a human being to save their lives.
 
It depends, in my opinion movies like Akira, 1995 Ghost in the Shell, Miyazaki's movies and some other cult classics from 1980s and 1990s count. Other than that, not so much, and generally modern animu is mostly coom content. Or animu avatar material.
