If this bullshit was allowed, all the insurance companies would go bankrupt from people gaming the system. While that might not be a bad idea, if we were anywhere near some kind of universal health care, it'd be a major pain in the ass for responsible people who got their insurance, unlike Big Al. I've seen negotiated rates at 25% discounts for self-payers with some of those medical assistance programs, but those are also not free: you have to pay them every month. just like regular old insurance, except you're still paying out the ass for your catastrophic health event, like a dipshit because you didn't get real insurance despite having the means and people constantly telling you to so do.
