If there is an organization called Doctors without borders wouldn't there also be a counter organization called Borders without doctors?

The counter organization should be Doctors WITH Borders and they're a paramilitary group that builds compounds on country borders with doctor-detecting radar. Then they send out strike teams any time a doctor tries to leave their home country.

Wouldn't that be kind of like North Korea?

A lot of African countries don't have doctors, but their borders are nothing but a suggestion.
In North Korea though they deliberately don't have many doctors because that way their population stays too sick and starving to revolt, but if you try to escape they'll shoot you or throw you in a camp and torture you to death.
Also from what I understand they refuse any and all attempts at foreign aid, meaning they're definitely an opponent of doctors without borders.

So yeah the North Korean government is the borders without doctors organization.
