Serious answer - get some hobbies that involve leaving your house. Take chances to meet new people - accept invitations. Chat with people in casual places - depending on your age, campus events, coffeeshops, places like that. Don't expect to hit it off with everyone, and don't expect any interaction to immediately lead to a date. Once you get the casual interaction and meeting people down, you're more likely to meet a young lady that you're interested in.
