How do you set a bear trap?

I need help, I was headed home from the store not long ago when in the parking lot I encountered this symbol stuck on someone's car:


I looked up "flag with a paw on it" the second I got in and it turns out it's a bear brotherhood pride flag.
I'm worried, we aren't used to this kind of thing around here.

How do you deal with bears entering your neighborhood? Is there some way to trap and relocate them? Can you contact someone? I doubt any of the locals will want to resort to lethal force unless it's necessary, but I think we can all agree that it's not safe to have bears wandering around where they might encounter people. Especially if they've started organizing.
