How do you make a stupid person smart? - Serious question.

I have recently met two very stupid people. One is someone in my life semi-permanently and the other I met in passing. The semi-permanent one is relying on me for life advice and wants me to mentor them. The only problem is that they are really fucking dumb. The one I met in passing I could have given life-changing advice to because it was related to my field of work, but I chose not to because I could tell they weren’t going to understand it. So, how do you help someone to be smarter if they are really, really dumb?
 
Re: person 1. You don't need to be terribly intelligent to be wise. Vice versa, too. Ability to recognise patterns is effectively a different dimension of competency to overall behavioural direction and moderation - in spite of the two being somewhat linked.
Re: person 2. What was the life-changing advice related to your field of work? Was it something they wouldn't understand because the advice was in regard to application of technical knowledge you assumed they didn't possess?

Good point about the patterns. The advice was to fix a disastrous thing that had happened in her life. It was a process that involved several steps and I could tell by the deer-in-headlights look she gave me that everything I told her was going to go in one ear and out the other. It wasn’t computer-technical but it did require her to take several steps to remedy it. But I realized it wasn’t going to happen.
 
Whatever you do, just remember you can't force change. They have to choose to make the effort. Don't feel too bad if it doesn't go to plan.
 
There used to be this cartoon where you could strike a stupid person about the head with something metal, like a trash lid, and they would become smart.
But you could only strike once - the second strike will return them to stupidity.
