Just a general plan to get rid of problematic demographics in general:
1) Designate a certain city/area as a sanctuary city. It is to function as a sorts of societal cesspool
2) Make living there cheap and easy, allow every vice from gambling to drugs in that city.
3) Through legalistic restrictions in other parts of your country, and legalised freedoms, try to bait as many people to go to there
4) Make it easy to enter but hard to leave
