Coyote's failing was that he tried to run a one-man operation. You'll need a team. Thankfully, there are some real heavy hitters out there:

So first you get copious amounts of dynamite and blow a giant hole through the mountain side. Then get a giant hammer suspended precariously by a thin piece of rope on one side of the hole.
The road runner should run through the tunnel you created, as is his nature, and you'll be waiting on the other side with an oversized pair of scissors ready to cut the rope.

That's so antiquated. Acme's new instant tunnel kit allows me to just paint a hole on the mountain's side.
