You know, I think that's just a symptom, in reality it's that they believe they can't be touched and they've reached some kind of ultimate state which results in degeneracy while everyone else is still building. Eventually people start chopping off their dicks in that empire and a person who is functionally retarded is put into power by a corrupt and worthless political class that lords over people who have no skill or ability as they exported all of their needs and thought they'd always be on top. Dickless, obese, and too retarded to fight back their world collapses and all that remains are the plastic dildos and trinkets with niggers roaming the land as far as the eye can see.

No single reason. A decline over generations.
Consider that oftentimes Empires became dominant, not because they were better than their neighbors, but because they were the laughing third in a conflict of two parties that destroyed each other.

The main reason why the US became a superpower is because they were the only major country coming out of WW2 smelling like roses. Infrastructure intact, relatively minor losses, all rivals either completely devastated or hugely weakened.
