How did the stereotypical "neckbeard" look catch on?

How was the consensus on that "soyboy" look reached?

And who or what convinced SJWs to get "danger hair"?

It depends.
The soyjack and neckbeard look is probably more likely to be men not caring for themselves, having a lack of fashion sense and/or being socially inept enough to not realice they look like shit. Traits that are both common on these type of people that also tend to frequent Reddit.
While the danger hair tumblerets dye their hair in an attempt to be "exotic", "unique", "nonconforming", etc. They are desperate for attention and to seem unique in comparison to other girls. Again, these traits are very common in a lot of people that used that website. The website probably bred or appealed to a community that shared that mentality.
With the zoomer look it's more of a case of monkey see and monkey do. Since I think the style was...
