Supposedly, through two ways:

1) Systemic Discrimination, (note, not "systematic" discrimination). Supposedly, if whites are over-represented in business, government, etc. etc., that is >70% or equal to the % of whites in the population, then blacks are being discriminated against because of society or something.
Supposedly, it cannot be the choices of individuals that led to this situation, it has to be the fault of the society we supposedly live in or something.

2) Generational Trauma, which apparently means that bad shit happening is hereditary or something (note there is zero genetic proof for this). So because someones great-great grandfather was a slave, it means their fee-fees are also hurt by some shit that happened 200 years ago and only money and power can fix their fee-fees.
