There are reasons why this doesn't happen. In a busy bathroom with loads of people around, you don't want to be getting your works out where everyone can see what you're up to. It's probably different today when nobody gives much of a fuck, but this was back in the 70's. Somebody would call the cops, the cops would come and you WOULD be getting locked up.

My reason for doubting it has nothing to do with the issue of somebody drawing water from a toilet. I've seen that done. It's more that it's too good a story. It smacks of a stand-up bit rather than a thing that really happened.

My concern is that the solution is non-buffered and will create local tissue necrosis due to osmolarity potential.

To clarify for non-science fwens:
1. Buffered solutions are solutions that have been, through one means or another, stabilized in terms of pH. That is, the liquid inside has a consistent level of acidity. This is important because the pH affects the reaction, so if it varies throughout the solution, it won’t react fully, and the subsequent numbers will be off, for one thing. It might hurt really bad and damage tissue if you inject it, for another. There are random patches of high or low pH, and that can cause tissue necrosis (aka death of cells).

2. Osmolarity refers to the concentration of solutes in the solution, or bits of stuff in the liquid. If the solution has too high or low an osmolarity (compared to one’s own body fluids), it can disrupt the balance of fluids in cells and tissues. A solution with improper osmolarity can draw too much fluid into or out of the cells, causing them to burst or collapse, contributing further to tissue damage and necrosis.

Basically, you want the injectable fluid to have a similar amount of “stuff” floating around in the fluid as there is floating around in the cell jelly. When this doesn’t happen, either you flood the area so nothing works properly OR you inject too much gunk for your body to dissolve and absorb. If it’s too low (hypoosmotic), it can cause water to flood into cells, which might make them swell, rupture, or malfunction. If the osmolarity is too high (hyperosmotic), the solution can pull water out of cells, dehydrating them and causing damage.
