I am genuinely surprised at the low percentage of players who accomplish some very basic, fundamental achievements or plot milestones in games.
It's really ridiculous to think the 25% mean anything. Pick any random game, the "completed" achievement is always surprisingly low. Another example would be The Witcher 3, "complete the game on any difficulty" is at around 24% on Steam and that game has been out a lot longer than Hogwarts. Or even highly praised walking simulators, let's say Life is Strange... ~25% finished episode 5. I'd say that the Hogwarts number is even surprisingly high, given that it was only released last month.
It's because the main quest in TeS games are not very compelling. 'Oh no, we have to shut down the Oblivion gates and save Tamriel!' Fuck you, I wanna do the Mages Guild and chill with the Dark Brotherhood.
