We have glass cutter, but it is shit.
And paper knives, of varying crappability. And knives from shitty set I got few years ago.

It is 2mm thick, but meter long and half as wide. I need to cut off around 10cm in the edge.

Note: it is not here yet, so I do not need immediate answers.

You can probably get away with using a circular saw with the blade In backwards. It works great for vinyl siding since the blade isnt grabing and ripping chunks out.

I always used a skill saw, but that's probably not optimal. The absolute lowest cost method would be to melt the edge with the cheapest soldering iron you can buy and then just snap it. Will ruin the iron though.

if you really have nothing powerful, your best bet would be to cut a thin line on all 4 sides as deep as you can where you need it cut. have someone brace the part you're keeping flat against a table with the part you're losing hanging off just a little past the line. make sure its braced REALLY well. grab the scrap part and wiggled it up and down until the friction in the cut starts heating it up. it will take a while. at some.point it should snap. the trick is making sure you have a cut on all 4 sides to guide the snap.

Put "I have 0 actual instruments" in the title for a reason :(
Was denied acess to them due to making my own decision (I am sticking plexiglass into old bookshelf instead of glass, as shelf is deformed and its own glass would not stay up, which is unsafe).
Doesn't get rid of utility knife as an option. Unless, you can't afford $10 for a Stanley.

Get metal ruler. Score on one side with utility knife (or whatever knife you have) about 10 times. Turn plexiglass over. Repeat scoring on same line, then clamp or firmly hold plexiglass over a table edge where the score is. Press down on free edge of plexiglass to snap the pieces apart. Good luck with your project!

eta: slow typing this morning sorry for repeating what others have said

Plexiglass may bow depending on how much weight it's going to be holding and how thick you get. You should be able to score it with a razor knife and then snap it over a table with a good edge. It's going to have sharp edges so id recommend taking some sandpaper or a file to knock off the edges a little.
If the shelf is deformed could you remove it and flip it over?
Some lumber stores will cut boards to size for you, so if you have to you could always use wood instead of plexiglass.

Scoring

Thicker plexiglass, strangely enough, allows for the simplest of the cutting processes. First, grab a metal ruler and a utility knife (preferably one with a brand new blade). Measure the ruler against the cutting line and then draw the knife repeatedly down its edge, gradually increasing the pressure with each pass. Continue until you’ve scored a deep line in the plexiglass (it may take as many as ten or twelve scores), then turn the slab over and repeat the process. Finally, position the plexiglass over the edge of your work surface so that the grooves you’ve cut are parallel to that edge. Hold the side of the material on the work surface firmly against it (you can secure it with a clamp if you have one, or weigh it down) and then bring sharp downward pressure onto the side positioned over the edge. The plexiglass will break cleanly; be sure to have something soft for it to land on so as to prevent scratching.

Thank you, I will write how it will go later!

No, it is a square shelf, with glass on the front.
Glass is what I am replacing, and I need it clear to enjoy parts of my 'tism hoard in peace.
