So Vox coming out in season 2 and saying that the exorcists have killed thousands of them...it's really not a lot. Sure, it's not that good, but it's not like this extreme thing that everyone is acting like it is

It really feels like, towards the end of making Season 1, they decided they didn't want to paint Heaven in as bad a light as they had originally written, but by then it was too late to go back and change things.
So now they're trying to drip-feed information about how the Exterminations really weren't as bad as they were originally implied to be, but still bad enough to make people angry. It's a very delicate balancing act where they have to keep a lot of the numbers vague or else people start wondering why the residents of Hell even care so much.
