I'm still of the opinion that instead of Vees being the main antagonists of S2, it should have instead been Overlords in general, even if the Vees were the main focus of them, and I'll share some ideas regarding how and why this would happen.
Two world shattering events terrify every Overlord as soon as word reaches Hell, Sir Pentious being redeemed and the announcement that the exterminations will cease. The reason this causes Overlords so much worry is that A.) This will inevitably drastically increase the popularity of the Hotel, potentially giving people whose souls are owned by Overlords a way out of their contracts, and B.) The exterminations are actually a boon to Overlords, because it was the biggest reason people end up selling their souls to Overlords in the first place, since it would provide the promise of shelter and small degree of protection during an Extermination since being caught outside during one is a total death sentence.
Even someone like Carmillia is displeased at the exterminations ending, since she gave a massive amount of her stockpile to the Hotel for the battle, and most of that stockpile ended up either destroyed or on the streets outside of her control, and with now her source of supply is threatened to be permenantly cutoff.
One of the major themes with Hazbin is that Hell is other people and the Overlords would be shown to be the poster child of this issue, because being an Overlord and having even basic morals except for pragmatic reasons goes together like oil and water, in Overlord politics you either leave your empathy and morality behind or you inevitably have those morals and empathy used against you within a couple years and end up dead.
It would also work as a curveball to the audience, we're led to believe we can trust Carmillia and by extension Zestial in S1, but when their power and status is at all threatened they prove just as deprived as the Vees are portrayed and eagerly join a plot against the Hotel.
