From what I can tell he's a hired gun lobbiest who speaks at things with such August names as 'Belgrade Conference on a New European Economic Decade'. Seems to have picked up steady work drumming up support for European investment in Albania this year.

Established lore is Gunther shall rule Europa at the head of the restored dual monarchy with Eduard Hapsburg. Ed will lead his Great Crusades while Gunther handles the day to day minutiae of the empire. I'd imagine the God-Bureaucrat would meet the God-Emperor in honorable battle many times, quibbling over the details of trade deals.
