Except Lumi is a horrible voice actress, but that should be okay because Growing Around is a horrible show.

He could probably get by on the authority figure part, but he just can't get the child-ness into his voice.

Maybe Enter wants Timmy to have a more "authentic" voice by hiring people who are grown men, but doesn't realize that a 13 year old with that deep of a voice is pretty awkward even in the show's context.
