Unless you mean the subscription stuff or something. What's it got that PC doesn't?
A fair amount of graphical improvements, actually. It started off as barely anything, just improved fire effects, burnouts and glass shards, with the only ray tracing option being RT shadows, but sometime later they actually bothered to add proper ray traced reflections.
Still wouldn‘t recommend buying a ninth gen console, and no, car mirrors still don’t work.
Realistically I think it means nothing for GTA 5 at this point, modders and hackers were already rampant on online, The big deal is the fact Rockstar has had 2 major leaks within a bit over a year, which doesn't look good for them or their security team.

Code quality is a factor, too. If it turns out the game is coded like some pajeet's leetcode project (you just know it is), R* North are going to have egg on their faces.

It has to be poorly optimized.
You can’t tell me that I can emulate Skate 3 on PS3 with great stability even with some slow downs when a lot is going on. Only to boot RDR1 and have it sitting at a cool 4 fps during cutscenes (10 in game)

Remember when the Banshee 900R and Sultan RS were released and everybody and their mother were complaining that the Banshee 900R's performance was so shitty?
They decided to fix it by literally hardcoding bullshit into the "automobile" code as a check for that specific vehicle

Another question: the leaked source code, is it for the PC version or earlier console versions? If Bully 2 leftovers are in the code, that tells that Bully 2 was in development or preproduction when GTA V released.

Hardware limitations with the PS3/360, I can understand. Now, there's no excuse. I would've loved to have a prologue with Michael/Trevor or Franklin. This just reeks of laziness and complacency from GTA Online.

I'm pretty sure Liberty City was the one that got the most work done, since pictures of it in the GTA V iteration of Rage were found on a LinkedIn profile or something. back in like 2016 or 2017.
That being said, I'd also bet money that it was always meant more for Online than a single player expansion.
