Let me paint the scene:
I go out for a meal with am associate. The restaurant like most, has no implied courses, but optional ones. If you order a soup salad entree and desert it will naturally lengthen the meal. Which isn't an issue in of itself, but if they are mismatched that means some people present will be watching you eat. Is it discourteous to not disclose your choice in so called optional courses until the waiter takes your orders? To me it is infuriating everyone is forced to either sit there like an asshole while the incourteous fuck stuffs their face, or scramble to pick a course so you all eat together.
