It's a multitude of factors. One of them is the whitewashing of the Fatui and their deeds, all authorized by the Tsarista, but now everything is being pinned on a couple guys. If the Tsarista winds up being playable, then I fully expect an Inazuma 2.0 situation and everything Piero to get scapegoated as the Sneznhaya bad guy so we can go out on dates with the uwu waifu dindu girl.

I think it's still way too early to call anything. I remember when Dottore fans on Twitter were complaining like hell that he was going to get killed off like that only for him to appear again. These types of people have a habit of making things sound worse than they actually are.

I mean it's also possible that the Tsaritsa lied to the other Harbingers about killing Dottore and authorized Pantalone to handle whatever he's doing in Sumeru. IIRC that part where it was said that Dottore issued the Palestar Edict was a mistranslation: the original was actually that Dottore was abusing it (which to some is probably the same thing) but the Tsaritsa may also be partially responsible for letting him do it to advance whatever she has planned by letting him burn Irminsul.

The only real hope for any change is if the CN playerbase gets too uppity and starts threatening people like what happened with Neuvilette's spin.
 
I doubt the Tsaritsa will be any type of expy of anyone because they stopped doing that shit after the dev shakeup in 2.0.
