They can but it should be a rarity because it increases the risk of ruining the story via injury and who needs a belt for a year to get over? You can make a safer and stronger story when you have Austin and Rock trading the belt while Undertaker, Mankind and Triple H compete for the third slot in the triple threat matches. Then you have 5 stars built up all contending and maybe briefly touching the belt. The prop is lifting them all up and lets you tell screw job story lines and make/break alliances to keep things fresh. Austin and Rock don't need the belt in any way, but the other 3 getting it becomes a big deal. Did everyone forget WCW telling people Foley was winning the belt tanked their viewership? And he was the upper midcard punching bag added to main events when they wanted a gore fest.
ehh, fair enough, but I think there's enough space between now and the MNW era that it's difficult to apply the lessons from then to now (outside of "don't do what WCW did")
I don't recall people giving many more fucks about the lolwwe championship much of the time prior to Ramaraomaorman outside of bitching that one's preferred midcarder didn't have it

and I'll be honest that one of my biggest IRL mark out moments was when I was up front when mah boi Penta got the Impact world championship (which will probably be his highest profile singles belt)
 
At this point, Punk has to go over Seth to create a containment firewall to deal with the fact that Roman's never going to drop the belts and basically will pull a Shawn at this point and vacate the title rather than job the belts to anyone.

Punk is still insanely popular, would instantly give the Raw consolation title credibility Seth could never give it, and basically one of the few people who can pretty much go on live TV and say "Roman's not the real champion, I am!" and have fans believe it in terms of single handedly delegitimizing Roman and his titles as "not counting" and making the Raw title the real world title.

Seth will have to eat shit but it's his own damn fault for not moving to stop Roman while it was still possible.

There is no reason for a belt to stay on 1 person for a year.
Sure there is. It could be a reward for a guy who's stuck around for a company (Josh Alexander), because you are addicted to "long term stories" (MJF or Kenny), because you are trying to get across someone's overwhelming dominance (Roman), or maybe you just don't trust someone else to run with the main title just yet. Are those reasons good? Depends on what you like and how well it's executed. A top star doesn't need the belt, but sometimes the belt needs a top star if it's just been carried by some shitty experimental champion. It's fine if you personally don't like it, but it clearly works for a lot of people, otherwise they would stop doing it.

They booed him until he started doing the Tribal Chief heel shit, because he finally played into the reality that was the fan's rejection of him. And if people really hated him back when he was doing the Sufferin Succotash shit, then people would stop paying to see him. But they didn't. Stop being a pedantic faggot and just accept the fact that no matter how much you hate long title reigns, it clearly works enough that people still pay to see them.

I can sorta see a Vince Logic of "the fans who are crazy enough to buy tickets hate it, clearly they are stupid so we'll keep it up because the retard kid who wants his parents to buy shit likes him" that isn't necessarily wrong

On some level I find Vince's hatred of the word "wrestling" deeply funny. Its literally in the name of his company, and yet he kept on trying to pretend like he wasn't the king of cut-throat carnies. Whereas Cocaine Tony has entertainment connections and wants to pretend to be some kind of retard carny.
