You are thinking of Jose Gaspar Rodriguez de Francia y Velasco, Paraguay's first dictator although his official title was "Supreme and Perpetual Dictator of Paraguay" often shortened to "El Supremo".
About three years into office, he decided to impose a law to prohibit intrarracial marriage between peoples of Spaniard stock. Francia (yes, Francia is the surname and everything else before it are his given names) did this in order to eliminate socioeconomic inequality among races that were there because of the Spanish Empire's caste system (one with very funny unofficial names because they tracked EVERY SINGLE POSSIBLE COMBINATION) with people of Spaniard stock at the top (
peninsulares, being regular Spaniards at the very top and
criollos, peoples of Spaniard stock born in the Americas in second place). Francia didn't do this out of the kindness of his heart, he did it so he would've one less factor threatning his job.
Francia wasn't unique on his idea of trying to unify a Latin American nation under the concept of race exceptionalism, he simply was the one that actually pulled it off. Paraguay is the only country where it's main indigeneous language, Guarani, has the same status as Spanish.
And yes, I said he just is Paraguay's first. Proving history rhymes, Alfredo Stroessner, a German Paraguayan, is the arguably more famous of the two. But that's a story for another time.

MEX vs ECU: Mexico wins off bullshit alone again. They will use that Ecuador beat Germany as indication they will win it all.
ENG vs DRC: Ingerland manages unconvincing win and falls apart right after. Maybe at the hands of meximutts.
SWI vs ALG: Algeria simply because they are whiter and had a tougher group.
COL vs GHA: Colombia wins an ugly match.
AUS vs EGY: I think Group D already proved it was the better one so I'm picking Aussie for the lulz.
ARG vs CVD: Cape Verde draws and proves blacks can shoot PKs too. Anyone surviving the extended Group Stage from Groups B, G and H that isn't Cape Verde are an insult to the audience.
